Biography
Elizabeth M. Embry is a Democratic member of the Maryland House of Delegates representing District 43A in Baltimore City. A lifelong Baltimore resident, she is a career public servant with extensive experience in criminal justice, public safety, and policy. Notable achievements include serving as Deputy State's Attorney for Baltimore City, where she oversaw a historic reduction in homicides to under 200 annually for the first time in over 30 years, and championing alternatives to incarceration for non-violent offenders while achieving record-high conviction rates for violent crimes. She previously ran for Baltimore mayor in 2016 and Lieutenant Governor in 2018. Elected in November 2022 alongside Regina Boyce to represent District 43A, she was sworn in on January 11, 2023, and serves on the House Judiciary Committee, including as Chair of the Estates and Trusts Subcommittee in 2026. Currently, she is University Counsel and Director of Special Projects at the University of Maryland, Baltimore, and has advocated for arts protections and opioid crisis response.
