Representative Elgin Rogers, Jr.

Elgin Rogers, Jr. is a Democratic state representative serving Ohio House District 42, representing Toledo. He was first appointed in 2022 to complete an unexpired term in District 44, elected to that district in 2022, and re-elected to District 42 in 2024, assuming office on January 1, 2025.

Elgin Rogers, Jr. was born and raised in Toledo, Ohio, graduating from Jesup W. Scott High School. A lifelong advocate for addressing poverty, poor working conditions, health disparities, and hopelessness, he is known for his problem-solving skills, community service, and bridge-building across sectors. His public service career includes roles as director of departments in the Lucas County Auditor’s office , administrator with the Lucas County Board of Commissioners, and faculty teaching American Government and Political Science at Midwest colleges. Notable achievements include passing multiple bills on health, wellness, and economic development in his first full term; helping seniors restore water services; and co-founding the African American Leadership Caucus. In his current term, he prioritizes reducing property tax burdens, improving education, protecting civil rights, workers’ rights, public education, seniors, and children, while safeguarding democracy.

Education and Political Experience

• Education: Bachelor of Arts in Political Science from Kent State University ; Master of Arts from Indiana University, specializing in American Government & Politics and Urban Government Systems; alumnus of Harvard Kennedy School's Senior Executives in State and Local Government program. He credits his family, teachers, professors, coaches, and Toledo's Fairside community center.
• Political Experience: Appointed to Ohio House District 44 in 2022 to finish Paula Hicks-Hudson's term; elected to District 44 in November 2022 amid gerrymandering challenges; re-elected to District 42 on November 5, 2024 ; serving second term as of 2025. He is Baptist and active in community outreach.
