Biography
Elaine J. Morgan is a Republican representing District 34 in the Rhode Island State Senate. First elected in November 2014, she currently serves as Deputy Minority Whip and previously as Senate Minority Whip from June 2019 to January 2021. A lifelong Rhode Islander, she owns Ashaway Dry Cleaning, is a member of Our Lady of Victory Church in Ashaway, and was a former foster parent with her late husband, Edward; they have two children and two grandchildren.
Education and Political Experience
Morgan previously served three terms as Hopkinton's first female elected Town Sergeant. In the Senate, she sits on the Committees on Finance, Special Legislation & Veterans' Affairs, and Commerce.
Notable Achievements and Positions
- Sponsored a 2015 law increasing penalties for sex trafficking of minors and has addressed human trafficking issues.
- Created licensing programs and minimum standards for pump installers and water filtration/treatment contractors.
- Cosponsored legislation for a line-item veto constitutional amendment and requiring E-Verify for businesses with three or more employees.
- Introduced bills to eliminate state income tax on Social Security income and to protect parents' and students' rights.
- Appointed to the Rhode Island Commission on Women & Girls in 2015.
- Named a “Friend of Small Business” for the 2015-16 session by the NFIB.
