Biography
Doug Owens is a Democratic member of the Utah House of Representatives, representing District 33 . He assumed office on January 1, 2021, succeeding Patrice Arent, and resides in Millcreek near Salt Lake City with his wife, Cynthia Smart Owens , and their four children. Born and raised in Salt Lake City, Owens is a practicing attorney with over 30 years of experience resolving complex commercial, environmental, and employment disputes. He founded Utah Outdoor Partners, a non-profit organization promoting parks, trails, and outdoor recreation infrastructure to match Utah's population growth.
Notable achievements include serving as co-chair of the Great Salt Lake Caucus and the Bipartisan Clean Air Caucus . He has introduced bills to preserve the Great Salt Lake and Utah's water resources, enhance Tribal Nations' relations with officials, conserve public lands, oppose mining in Parley’s Canyon, expand wildlife crossings, resist a gondola in Little Cottonwood Canyon, and protect public education. Previously, he was the Democratic nominee for U.S. Congress in Utah's 4th District in 2014 and 2016, losing both races to Mia Love.

- Education: Bachelor's degree from the University of Utah; J.D. from Yale Law School.
- Political Experience: Elected to Utah House District 36 in 2020 ; redistricted to District 33 in 2023. Serves on the Natural Resources, Agriculture, and Environment Appropriations Subcommittee; House Natural Resources, Agriculture, and Environment Standing Committee; House Revenue and Taxation Standing Committee; Justice Court Reform Task Force; and Legislative Water Development Commission. Priorities include improving education, strengthening Utah's economy, protecting air quality, and preserving natural resources.
