Biography
Donald M. Payne Jr. was a Democratic member of the U.S. House of Representatives for New Jersey's 10th Congressional District from 2012 until his death in office. Born and raised in Newark, New Jersey, he followed in his father's footsteps, who was the first Black congressperson from New Jersey, after winning a special election following his father's passing. A dedicated public servant, he was known for his advocacy in infrastructure, emergency preparedness, and social justice. Notable achievements include serving as Chairman of the Subcommittee on Railroads, Pipelines, and Hazardous Materials , securing $900 million for the Gateway Project, and authoring bills like the Department of Homeland Security Interoperable Communications Act of 2015, signed into law.
