Repeals language that gives the director of finance discretion to use moneys in the Hawaii ABLE savings program trust fund if the director elects to accept deposits from contributors instead of sending deposits directly to the ABLE program manager. Authorizes the director of finance to expend moneys in the Hawaii ABLE savings program trust fund to provide incentive payments to Hawaii public school ABLE account owners. Appropriates moneys to fund incentive payments. Establishes and appropriates moneys to fund one full-time equivalent (1.0 FTE) permanent position to provide statewide outreach, advocacy, and relationship management for the Hawaii ABLE savings program. Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities. Establishes deadlines for each report type. Requires the Department of Health to log all reports in a database designed for easy public posting. Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.

Prohibits any person from presetting commercial beach equipment on any public beach under the jurisdiction of the department of land and natural resources, unless the customer is physically present. Requires commercial vendors to expeditiously remove commercial beach equipment after the customer has finished using it. Allows the department of land and natural resources to grant exemptions through rules adopted pursuant to chapter 91, Hawaii Revised Statutes. Establishes administrative fines for violations. Pertains only to public beaches and does not include private lands, including accreted lands.

Clarifies that the cultivation of crops and activities related to game, fish, and livestock in the agricultural district may be for economic use or customary and traditional subsistence farming. Provides that one of the State's policies under the Hawaii State Planning Act's agricultural objectives is to perpetuate the practice of customary and traditional subsistence farming.
