Biography
Debra M. Davis is a Democratic Maryland State Delegate representing District 28 in Charles County. Born on October 11, 1959, in Cheverly, Maryland, she has served in the House of Delegates since January 9, 2019, following her election in 2018. Prior to this, she was a Charles County Commissioner for District 2 from 2010 to 2018, including as vice-president in 2016-2017. An attorney admitted to the Maryland Bar in 1995 and the District of Columbia Bar in 1996, she operates a law practice specializing in insurance litigation since 1996. Notable achievements include chairing the Legislative Black Caucus of Maryland’s subcommittee on criminal justice, leading police reform legislation that abolished the Law Enforcement Officers’ Bill of Rights, and passing the Correctional Ombudsman law for oversight of Maryland correctional facilities. She received the Charles County NAACP Trailblazer Award in 2024 for public safety and criminal justice reform, and the Circle of Excellence award in 2020 for community service. Current committee assignments include Vice Chair of the Judiciary Committee and service on the Environment and Transportation Committee.
