Biography
David Owen is a Republican delegate representing Virginia's 57th House District, which encompasses portions of Henrico and Goochland Counties. Born November 9, 1956, in Richmond, Virginia, Owen comes from a distinguished family with deep roots in public service. His father, Bill Owen, served 25 years in the General Assembly following a 40-year career with the Virginia Department of Transportation , instilling in David a strong commitment to public service.
Education
Owen graduated from the University of Virginia with a Bachelor of Science degree in Civil Engineering. He attended Tucker High School in Henrico County, where he was raised.
Political Experience
Before his election to the House of Delegates, Owen built an extensive career in both the private and public advocacy sectors. He began as a construction engineer with Texaco USA and later transitioned to residential construction, becoming part-owner of Boone Homes in Richmond.
Owen was actively involved in the home building industry for over 20 years, serving in leadership roles with both the Richmond Home Building Association and the Home Building Association of Virginia, including serving as President in 2021. This experience gave him substantial expertise in navigating local government regulations and advocating before the General Assembly.
As Delegate, Owen has focused on reducing regulatory burdens on businesses, supporting small business growth, and advocating for common-sense, bipartisan solutions to issues affecting Virginia residents. He is married and has been with his wife for 33 years.
