David LeBoeuf

David Henry Argosky LeBoeuf was born on May 26, 1989, in Worcester, Massachusetts. He is a lifelong Worcester resident and a member of the Massachusetts House of Representatives, representing the 17th Worcester District since his election in 2019. He is a member of the Democratic Party.

His district encompasses precincts in the town of Leicester, including Cherry Valley and Rochdale, as well as wards in Worcester, including the areas around Clark University, Main South, Hadwen Park, and Webster Square.

LeBoeuf's background includes work as a small business advisor, family advocate for survivors of domestic violence, and community leader focused on healthcare access and affordable housing. In 2018, he ran for office in a competitive three-way primary and general election, becoming one of only three individuals to flip a legislative seat from Republican to Democrat in Massachusetts that year.

Education

LeBoeuf graduated from South High Community School and earned a Bachelor of Arts degree from Clark University and Harvard University. During his time at Harvard, he was awarded the Presidential Public Service Fellowship and wrote his senior thesis on political participation among Worcester's Liberian and Vietnamese communities.

Political Experience

In the Massachusetts House, LeBoeuf has served on multiple committees, including the House Committee on Post Audit and Oversight, and joint committees on Children, Families and Persons with Disabilities; Housing; and Consumer Protection and Professional Licensure.

Notable achievements include:

• Passing comprehensive legislation eliminating the waiting period for new state hires to access health insurance
• Advancing policy changes to improve educational resources for foster children
• Negotiating the reopening of mental health beds
• Increasing access to early education apprenticeships
• Facilitating the conversion of a closed college into a new high school, emergency family shelter, and Head Start program
• Modifying high-interest loans affecting small water systems

Prior to his legislative career, LeBoeuf worked as a divisional program manager at the Massachusetts Technology Collaborative, an economic development agency. He also served as a family advocate at the Worcester Community Connections Coalition, providing case management and support to domestic violence survivors. Additionally, he served as Board President of the NeighborWorks HomeOwnership Center and held board positions with the African Community Education program and the Latin American Health Alliance.
