David Kelly, born November 8, 1956, in Petersburg, West Virginia, is a Republican politician who served as a Delegate in the West Virginia House of Delegates from 2018 to 2025, representing District 6 and District 8 . He held leadership roles including Assistant Majority Whip and co-deputy speaker, and chaired the Select Committee on Prevention and Treatment of Substance Abuse while serving on committees such as Agriculture and Natural Resources, Judiciary, Veterans Affairs and Homeland Security, Health and Human Resources, and Rules.
