The purpose of this bill is to encourage and incentivize the installation, repair, and maintenance of environmental pollution control equipment at coal-fired electric generating units located in West Virginia and that serve West Virginia residents, by authorizing a credit against the business and occupation tax imposed on the business of generating electricity, thereby extending the life of coal-fired power plants, which will provide cheaper electricity to the State's residents.

David Green is the founder and CEO of Hobby Lobby, an arts and crafts retailer. He started the company in his garage in Oklahoma City in 1970 with a $600 loan. Today Hobby Lobby has over 900 stores and around 43,000 employees. Green is known for his Christian faith which influences his leadership of Hobby Lobby. In 2014, he won a Supreme Court case allowing his company to opt out of the Affordable Care Act's contraception mandate.
