Biography

David V. Fraser-Hidalgo is an Ecuadorian-born American politician and Democratic member of the Maryland House of Delegates representing District 15 in Montgomery County. Born November 25, 1969, in Quito, Ecuador, he has been a resident of Montgomery County since age five. He was initially appointed to the House of Delegates on October 16, 2013, to complete the term of Delegate Brian J. Feldman following Feldman's appointment to a Senate seat. Fraser-Hidalgo was first elected to his own full term in 2014 and continues to serve in the chamber.

Education

Fraser-Hidalgo attended Albert Einstein High School in Kensington, Maryland, and earned a Bachelor of Arts degree in history from St. Mary's College of Maryland in 1992.

Political Experience

Fraser-Hidalgo has established himself as a leader in environmental and transportation policy. He currently serves as Chair of the Energy Subcommittee of the Environment and Transportation Committee and is a member of multiple environmental boards and councils. He led the Maryland Legislative Latino Caucus from 2019 to 2024 and serves as Co-Chair of the Maryland Legislative Transit Caucus.

His signature legislative achievement was spearheading Maryland's fracking ban in 2017, making it only the third state at the time to enact such legislation. He has been named a "Green Champion" by the Maryland League of Conservation Voters every year since 2017. Additionally, he championed the Clean Cars Act of 2019 and 2021 to promote electric vehicle adoption and has advocated for electrifying school buses and state vehicle fleets.

Before his political career, Fraser-Hidalgo served as a police officer in Montgomery County from 1994 to 1997 and held various positions in sales, marketing, and nonprofit leadership. He received the Legislator of the Year award from Mothers Against Drunk Driving in 2016 and the Casper R. Taylor, Jr. Founder's Award from the House of Delegates in 2025.
