Biography

David L. Bulova is a Democratic member of the Virginia House of Delegates representing the 11th district, which includes the City of Fairfax and portions of Fairfax County. First elected in 2005 and serving since 2006, he is the son of former Fairfax County Board of Supervisors chairman Sharon Bulova. A project manager at WSP USA specializing in water resources, stormwater management, and Chesapeake Bay restoration, Bulova has focused on environmental stewardship, including chairing the Chesapeake Bay Commission , advancing funding for agricultural best management practices, wastewater upgrades, invasive species management, and PFAS reduction legislation in 2025. Notable recognitions include the 2019 VIRGINIAforever Bridge Builder award. He and his wife Gretchen, whom he met at Robinson Secondary School, have three children: Alex, Josette, and Grayson. An avid hiker, he co-chairs the General Assembly's Outdoor Recreation Caucus.
