Biography
David Alvarez is a Democratic member of the California State Assembly representing the 80th district. Born on July 27, 1980, in San Diego, California, Alvarez was born and raised in Barrio Logan, where he continues to reside with his family. He is 45 years old and is married with a daughter and a son.
Political Experience
Alvarez has served over 15 years in government. He began his career as a legislative staffer, working nearly six years as a district representative for state Senator Denise Moreno Ducheny. He served eight years as a San Diego City Councilmember for District 8, from 2010 to 2018, after winning his first election with 60% of the vote. He was the Democratic nominee in the 2013–2014 San Diego mayoral special election, losing to Kevin Faulconer in 2014.
In June 2022, Alvarez was elected to the California State Assembly in a special election to represent the 80th district, succeeding Assemblymember Lorena Gonzalez. He was reelected in 2024 with 61% of the vote.
District and Committee Positions
Alvarez's 80th Assembly District encompasses multiple San Diego communities including Barrio Logan, Logan Heights, Sherman Heights, Otay Mesa, and San Ysidro, along with the cities of Chula Vista, National City, Bonita, and Imperial Beach.
He serves as Chair of the Assembly Budget Subcommittee on Education Finance and Chair of the Select Committee on California-Mexico Bi-National Affairs. He is also a member of the Budget, Education, Government Organization, Insurance, and Water, Parks, and Wildlife committees, along with several select committees focused on housing, lithium economy, retail theft, sea level rise, and permitting reform.
Notable Achievements
Alvarez has championed legislation addressing health inequalities, housing production, and cross-border issues. He authored AB 91, which allows students living in Mexico near the California border to attend California community colleges as in-state students. He also authored legislation exempting certain affordable housing projects from environmental reviews.
During his tenure on the San Diego City Council, he secured $25 million in state funding for a new library in Chula Vista and spearheaded infrastructure projects including Cesar Solis Park and a library branch in San Ysidro. He championed the "Save San Diego High" campaign and created one of California's first Enhanced Infrastructure Financing Districts. Alvarez has prioritized economic and environmental justice, arts and culture programming, and infrastructure improvements in underserved communities.
