Biography
Dave Madsen is a Democratic representative for Pennsylvania's 104th House District, which includes Harrisburg and surrounding areas in Dauphin County. Elected in 2022 after defeating Keystone candidate David Kocur with 70.5% of the vote, he took office on January 2, 2023, following the retirement and redistricting of longtime Republican incumbent Sue Helm. Born and raised in Middletown, Pennsylvania, Madsen lives in Harrisburg's Allison Hill neighborhood and focuses on public education funding, workforce development, infrastructure improvements, public health, and bipartisan economic strengthening. Notable committee roles include Vice Chair of the Housing & Community Development Committee and membership on Appropriations, Committee On Committees, Gaming Oversight, Human Services, and Local Government.
Education and Political Experience
- Graduated from Middletown Area High School in 2004.
- Earned a B.A. in Political Science from Mansfield University in 2009.
- Received an M.A. in European Studies from Aarhus University, Denmark, in 2011.
Madsen began as a founding member and organizer for the Dauphin County Young Democrats, served as Regional Field Director for Governor Tom Wolf's 2014 campaign overseeing Dauphin, Cumberland, and Perry Counties, and worked in state roles at the Departments of Agriculture and Revenue as a Tax Account Technician and AFSCME shop steward. He served on Harrisburg City Council from 2017 to 2022, chairing the Public Works Committee to replace aging infrastructure and combat blight. Later, as Community Services and Education Director for the Pennsylvania AFL-CIO, he coordinated food drives, COVID-19 vaccination clinics, and workforce programs.
