Biography
Dave Foggin
Dave Foggin is a Republican state legislator from West Virginia representing House District 14, which includes southern Wood County and the northwestern portion of Wirt County. He was born in Parkersburg and currently resides in Belleville, West Virginia. Foggin currently serves as Assistant Majority Whip in the West Virginia House of Delegates.
Education
Foggin holds a Bachelor of Science degree in Chemical Engineering and a Master of Arts degree in Secondary Education. He is also certified as an Emergency Medical Technician .
Political Experience
Foggin works as a Physics Teacher, bringing an educational background to his legislative work. He won reelection in 2024 with overwhelming support, receiving 6,121 votes compared to 1,879 votes for his Democratic opponent in his contested race.
In the 2025 legislative session, Foggin sponsored five bills as lead sponsor, including measures addressing school bathroom usage based on biological sex, corporal punishment in schools, elimination of Daylight Saving Time in West Virginia, cost of living thresholds for retired municipal police officers, and criminal penalties for trespassing livestock. He serves on the House Committee on Volunteer Fire Departments and Emergency Services.
