Biography of Representative Dallas Kephart
Dallas Paul Kephart is a Republican member of the Pennsylvania House of Representatives representing the 73rd District, which includes parts of Cambria and Clearfield Counties. He has been serving in this position since January 3, 2023, and is currently in his second term.
Kephart was born circa 1996 in Pennsylvania and is a multi-generational Pennsylvanian with deep roots in the state. His family has lived in Clearfield County for more than 200 years. He grew up in Decatur Township and maintains a strong connection to his home region through constituent service offices in Clearfield, Osceola Mills, and Hastings.
During his undergraduate years, Kephart interned for Congressman Glenn "GT" Thompson and worked summers in the coal industry, operating heavy equipment in strip mining and assisting at a local processing plant. These early experiences provided him with firsthand insight into the challenges facing Pennsylvania's working families and shaped his pro-energy industry stance in the legislature.
Education
Kephart graduated magna cum laude with a B.A. in Political Science from Lock Haven University of Pennsylvania in 2018. He went on to earn his J.D. from Penn State Dickinson Law in 2021. He is a licensed attorney in Pennsylvania and previously worked as a law clerk for the United States House of Representatives Oversight Committee and for the Pennsylvania Commonwealth Court.
Political Experience
Kephart won a three-way Republican primary in 2022 to represent the 73rd District, succeeding Tommy Sankey who retired from the seat. He faced no opponent in the general election.
As a state representative, Kephart has established himself as a policy leader on energy, tax, and fiscal matters. He has taken a strong pro-energy industry stance, voting against bills he deems hostile to the industry and advocating among fellow lawmakers. He co-sponsored legislation to withdraw Pennsylvania from the Regional Greenhouse Gas Initiative.
For the 2025-26 legislative session, Kephart serves on five committees: Energy, Finance, Gaming Oversight, Government Oversight, and Housing and Community Development. He was also selected as deputy chair of government efficiency on the House Republican Policy Committee. His legislative priorities center on fostering economic growth and job creation, defending state and federal constitutions, and providing quality constituent services.
