C. E. Hayes, Jr. is a Democratic member of the Virginia House of Delegates representing the 91st District . Born October 11, 1967, in Chesapeake, Virginia, he is African American, Baptist, married to Kecia, with two daughters, Felecia and Tonecia. Elected to the House in a special election on November 22, 2016, initially for the 77th District, he has served continuously since, chairing the Communications, Technology and Innovation Committee and serving on Appropriations, Health and Human Services, and Rules. Notable achievements include Legislator of the Year by the Richmond Technology Council , securing funding for Norfolk State University's Center for African American Public Policy , and $9 million for Chesapeake’s public swimming facility. Previously Chesapeake City Councilman and Chief Information Officer for City of Portsmouth , he focuses on education, economic development, safe communities, and affordable healthcare.
