Biography

Cliff Groh

Cliff Groh is a Democrat representing Alaska House District 18 in the Alaska State Legislature. Born on March 3, 1954, in Anchorage, he is a lifelong Alaskan and father who has dedicated his career to public service and policy work.

Groh was elected to the Alaska House of Representatives in 2022 through Alaska's ranked-choice voting process. He represents a North Anchorage district that includes the Government Hill neighborhood, Joint Base Elmendorf Richardson, and parts of the North Muldoon, Downtown, Fairview, and Mountain View neighborhoods.

Education

Groh is a lawyer who earned degrees from Harvard College and UC Berkeley School of Law. He has maintained his legal practice since 1985.

Political Experience

Groh's career in public service spans several decades:

  • Legislative Aide, Alaska State Legislature — In this role, he co-created the 1982 Permanent Fund Dividend alongside Governor Jay Hammond, one of his most notable achievements
  • Special Assistant to the Alaska Commissioner of Revenue — He was heavily involved in passing major oil tax legislation that provided billions in revenue to the state
  • Assistant District Attorney, Anchorage
  • City and Borough Attorney, Sitka
  • State Representative, Alaska Legislature

Beyond his government roles, Groh has served on the board of Alaska Common Ground since the mid-1990s, a public policy organization focused on building consensus on state issues. He served as chair of that organization from 2014 to 2018, during which he led a comprehensive series of events on Alaska's high healthcare costs. He is also Vice President of Friends of the Permanent Fund and has published research on Alaska's unfunded retirement liabilities through the University of Alaska's Institute of Social and Economic Research.
