Establishes the Hawaii Cannabis Authority within the Department of Health to adopt rules to regulate responsible, adult-use of cannabis in the State. Establishes that possession of cannabis by an adult in the amount of four ounces or less without a prescription shall be lawful and requires all convictions for such acts be expunged. Transfers the powers and duties of the Department of Health under state law governing medical cannabis dispensary system, including powers and duties over medical marijuana dispensary operations, licensing, testing, and administration, to the Hawaii cannabis authority. Appropriates funds. (SD1)

Requires state facilities to implement and install the distributed energy resource systems detailed in the reports no later than five years from the issue date of the reports. Clarifies when the termination of peer-to-peer car-sharing occurs for purposes of motor vehicle insurance. Clarifies the application of the peer-to-peer car-sharing insurance laws as to other entities that make available rental vehicles under state law. Amends the minimum motor vehicle insurance coverage for shared cars to be consistent with the existing minimum coverage for personal vehicles. Clarifies when the requirements for motor vehicle insurance coverage are satisfied. Repeals the sunset of the peer-to-peer car-sharing insurance requirements.

Chris Kalani Lee earned his undergraduate degree in Chemistry and his law degree cum laude from the Richardson School of Law at the University of Hawaii in Hawaii. He has worked as a deputy prosecutor in Honolulu for over 3 decades. He started prosecuting misdemeanors and traffic offenses and then prosecuted sex crimes before moving to the arson and homicide unit. He helped establish Honolulu's first senior victim-witness counseling program to help elderly victims of crime navigate the justice system.read less
