Biography

Senator Charlane Oliver

Charlane Oliver is a Democratic member of the Tennessee State Senate representing the 19th Senatorial District in Nashville. Born October 26, she is originally from Little Rock, Arkansas, and has spent over two decades working in nonprofit leadership, political strategy, communications, and grassroots community organizing.

Oliver was elected to the Tennessee State Senate in 2022, winning a competitive five-way Democratic primary as the only woman candidate. She currently serves in her first term as what supporters call "The People's Senator," championing progressive legislation focused on working-class families, racial justice, voting rights, and democracy strengthening.

Education

Oliver earned a Bachelor of Science in Human & Organizational Development from Vanderbilt University in 2005, with a focus on Leadership & Organizational Effectiveness. She later completed a Master of Public Administration from the University of Tennessee, Knoxville in 2008.

Political Experience

Before entering electoral politics, Oliver held several key positions:

  • Worked for the state of Tennessee, Meharry Medical Center in Nashville, the Knoxville Urban League, and the Williamson County Chamber of Commerce
  • Served as a congressional aide and communications strategist for U.S. Representative Jim Cooper, where she advised on voting rights and criminal justice reform
  • Led Project Register, a bipartisan voter registration initiative that recruited over 215 companies and achieved one of the most successful voter registration campaigns in Congress
  • Traveled with a U.S. congressional delegation to China to study foreign diplomacy and international trade policy

In 2016, Oliver co-founded The Equity Alliance, a nonprofit organization dedicated to building Black political and economic power. She transformed the organization from a $250 startup into a $2.5 million powerhouse with statewide chapters within five years, earning recognition as The Tennessean's 2020 People of the Year alongside figures like Dolly Parton and Taylor Swift.

The Equity Alliance led a statewide coalition that registered 91,000 Black and Latino Tennesseans to vote, increased Black voter turnout by 413 percent in 2018, achieved two legal voting rights victories against the Tennessee Secretary of State, and was instrumental in electing Nashville's most diverse, progressive, majority-female Metro Council.

During the COVID-19 pandemic, Oliver led the Our Fair Share Community Needs Assessment, which surveyed over 8,500 Nashvillians and resulted in Metro Council approving a combined $22 million in relief for Black and Latino residents, people experiencing homelessness and food insecurity, and minority small businesses.

In the Tennessee Senate, Oliver serves on the Energy, Agriculture and Natural Resources Committee; Government Operations Committee; Joint Education, Health and General Welfare Committee; and Joint Commerce, Labor, Transportation and Agriculture. She serves as Vice-Chairwoman of the Senate Democratic Caucus and Vice-Chair of the Tennessee Black Caucus of State Legislators. Oliver is also a member of Alpha Kappa Alpha Sorority, Inc., and serves on the national board of Women in Government.
