Biography

César J. Blanco is a Democrat representing Texas Senate District 29, which includes Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, Pecos, Presidio, and Reeves counties. Raised in El Paso by a single mother from a family of nurses, teachers, and military veterans, he served in the U.S. Navy as a Military Intelligence Analyst after high school. He lives in El Paso with his wife Lili, daughter Amelia, and dog Lulu.

Notable achievements include being named a Best Legislator by Texas Monthly in his freshman House session, leading initiatives for workforce development, border communities, healthcare access, veteran mental health resources, prescription drug price controls, and historic school funding, and serving on the Texas Safety Commission and Select Committee on Mass Violence Prevention following the El Paso shooting. He serves as Vice Chair of the Texas Senate Hispanic Caucus and on boards including the El Paso Metropolitan Planning Organization, American Legion, Rio Grande Council of Governments, Medical Center of the Americas, NALEO Educational Fund, and Latino Victory Project.
