Celeste C. Cairns is a Republican representing District 13 in the North Carolina House of Representatives. She serves as House Deputy Majority Whip during the 2025-2026 session and is in her second term. A resident of Emerald Isle, NC, she was born in Valdosta, GA, and lives with her husband, Rob. Their children, Nathaniel and Kathryn , both attended East Carolina University. Cairns is pro-freedom and focused on protecting Constitutional rights.

• Education: Graduated with honors from the University of Georgia with a degree in business administration.
• Professional Experience: Former CPA; began career at Deloitte, then worked in audit and consulting at Willis Corroon Corporation and HCA Healthcare Corporation.
