To amend sections 325.33, 2903.06, 2903.08, 2921.331, 2929.14, 2929.41, 2935.031, 4507.112, 4509.101, 4510.036, and 4511.251 of the Revised Code to prohibit causing the death of or serious physical harm to another while operating a utility vehicle or mini-truck, to require law enforcement entities to train officers related to the pursuit of a motor vehicle, to increase penalties for fleeing from law enforcement and forms of stunt driving, and to make changes to the distribution of certain driving-related fees.

Cecil Thomas earned his BA from Central State University in 1972 and his JD from the University of Cincinnati College of Law in 1975. He became an Assistant City Prosecutor for Cincinnati in 1976. He served as a Cincinnati City Councilman from 1991 to 2001. In 2000, Thomas ran for Congress against Steve Chabot but lost in the general election. He was elected to the Ohio Senate in 2006 where he currently serves. Thomas is a member of Alpha Phi Alpha Fraternity and a life member of the NAACP. He has received numerous honors and awards for his political and community service.read less
