Caylin A. Young is a Democratic delegate representing District 45 in Baltimore City, Maryland. Elected to the Maryland House of Delegates in November 2022, he has served since January 11, 2023. Born in Baltimore on October 18, 1987, he grew up in a working-class family in Northeast Baltimore. Notable achievements include leading police reform efforts, such as repealing LEOBR, advancing the strongest police use-of-force standards in the U.S., solitary confinement reform for children, and race-based traffic stop reporting; supporting Kirwan Commission education funding; and roles in city initiatives like tenant counsel in evictions and crime reduction plans. He currently chairs the Early Childhood and Special Education Subcommittee and serves on the Local Revenues Subcommittee of the Ways and Means Committee, and is a member of the Legislative Black Caucus of Maryland and Maryland Legislative Latino Caucus.
