Biography
Carrie Coyner
Carrie Emerson Coyner is a Republican member of the Virginia House of Delegates representing District 75. She was born in Richmond, Virginia, and currently resides in Chesterfield, Virginia with her husband Matt and three children: Hayden, Mason, and Delaney. She is a member of Chester United Methodist Church, where she serves as Choir Director and Teacher.
Education
Coyner earned a Bachelor of Arts in Spanish and United States Government from the University of Virginia and a Juris Doctor from the University of Richmond.
Political Experience
Coyner has served in the Virginia House of Delegates since 2020. She initially represented District 62 from 2020 to 2024 before transitioning to District 75 in 2024, where she continues to serve as the incumbent delegate.
Within the House of Delegates, she serves on several key committees: the Appropriations Committee, Education Committee, and General Laws Committee. She also serves on the Rules Committee. Additionally, she chairs the School Safety Task Force Working Group 4 focused on Student Support Services.
Prior to her election to the House of Delegates, Coyner served on the Chesterfield County School Board representing the Bermuda District from 2011 to 2019. She has received multiple legislative awards, including the Virginia School Boards Association Legislative Award of Excellence, the Virginia Manufacturers Association Industrial Strength Leadership Award, and recognition as a Clean Energy Champion from Conservatives for a Clean Energy Future, all in 2021.
Professional Background
Coyner is the owner and founder of Rudy Coyner, Attorneys at Law, a position she has held since 2005. She also works as a Group Exercise Instructor at the Young Men's Christian Association of Greater Richmond, a position she has maintained since 2012.
