Biography
Carolyn Fleming Hugley is a Democratic State Representative for Georgia House District 141 . She serves as House Minority Leader, elected to this role by the Georgia House Democratic Caucus in 2024. First elected in 1992, she is now in her 16th term and was the first African American to serve as Minority Whip . Born in Forrest City, Arkansas, to educators Ruby and Walker Fleming, Jr., she focuses on children and family issues, education, health care, job opportunities, and public safety. Notable achievements include sponsoring anti-bullying legislation, bills protecting veterans' widows in their homes, keeping sexual offenders out of school zones, anti-stalking measures, and compensation for wrongfully convicted constituents. She chairs the board of Fair Count, serves as Chair of Trustees for Franchise Missionary Baptist Church, and holds leadership roles in organizations like SISTERS, Inc., Alpha Kappa Alpha Sorority, and The Links, Inc.
