Representative Caroline Harris Davila

Caroline Harris Davila is a Republican member of the Texas House of Representatives representing District 52, which includes Round Rock in Williamson County. Born in 1993, she is a lifelong Texan raised in Round Rock.

Davila made history when she was elected at just 28 years old as the youngest Republican woman ever elected to the Texas House of Representatives. She first entered office in 2023 following her victory in the 2022 Republican primary runoff against Patrick McGuinness. In her 2024 reelection campaign, she ran unopposed in the Republican primary and subsequently defeated Democrat Jennie Birkholz with 56.2% of the vote.

Education

Davila holds a Bachelor's Degree in Communications from Thomas Edison State College and a Master's Degree in Public Affairs from the LBJ School at the University of Texas at Austin.

Political Experience

Before her election to the state house, Davila worked as a policy adviser for State Senator Bryan Hughes. Her husband, Darrell Davila, serves as chief of staff to Lieutenant Governor Dan Patrick.

Notable Achievements

Davila has built a strong legislative record:

• Sent 13 bills to Governor Abbott's desk in her first session, including SB 490, which requires medical providers to issue itemized billing statements to patients for improved transparency
• Passed 19 pieces of legislation in her second session addressing water conservation, childcare, healthy school meals, data privacy, healthcare access, veteran businesses, and entrepreneurship
• Earned GOP Freshman Legislator of the Year recognition at the end of her first term
• Received a 100% pro-small business voting record score from the National Federation of Independent Business

Davila currently serves on the House Committee on Transportation and the House Committee on Trade, Workforce, and Economic Development, where she serves as Vice Chair of the Subcommittee on Workforce.
