Biography
Carol Spackman Moss is a Democratic representative for House District 34 in the Utah State Legislature, covering parts of Holladay, Millcreek, Murray, and Taylorsville in Salt Lake County. Elected in 2000, she holds the record as Utah's longest-serving female legislator with 26 years of service as of 2026. A retired teacher, she has focused on education, mental health, opioid crisis response, and refugee support. Notable achievements include passing the "Good Samaritan Law" in 2014 to combat the opioid epidemic, advocating for Naloxone access, refugee driver's licenses, mental health treatment in jails, bullying prevention, teacher mentoring, and funding for the International Baccalaureate program. She serves on the House Education Committee, House Public Utilities, Energy, and Technology Committee, Public Education Appropriations Subcommittee, State Opioid Task Force, and Utah Marriage Commission.
