Biography

Carol Devine Miller, born on November 4, 1950, in Columbus, Ohio, is a Republican politician representing West Virginia's 1st Congressional District in the U.S. House of Representatives. She is the daughter of former Ohio Congressman Samuel L. Devine. Before her tenure in Congress, Miller served in the West Virginia House of Delegates from 2006 to 2018, where she became the first female Majority Whip. In 2018, she was elected to the U.S. House, initially representing the 3rd Congressional District, and following redistricting, began serving the 1st District in 2023. Miller focuses on job creation, economic diversification, trade relations, border security, and supporting West Virginia's energy industries.
