Biography
Carol Doherty
Carol A. Doherty was a Democratic state representative who served Massachusetts' 3rd Bristol district, representing parts of Taunton and Easton from 2020 until her death in February 2025.
Born February 28, 1942, in Fall River, Doherty moved to Taunton in 1965 and made it her home for the remainder of her life. She came from an immigrant family—her mother immigrated from the island of Madeira at age four, and her father's family came from Cape Verde.
Beyond her legislative work, Doherty was deeply involved in community service. She co-hosted the Silver City Meetinghouse radio program on WVBF in Taunton, a show focused on promoting civil dialogue on local issues. She founded the Taunton Community Gardens and served on the boards of the Downtown Taunton Foundation and TRIUMPH, Inc., a Head Start early childhood initiative.
Education and Professional Background
Doherty's career centered on education and professional development. She taught at Bennett Elementary School in Taunton and later worked as a guidance counselor. She was appointed Director of Professional Development in the School of Education at Northeastern University, a position she held for 18 years, where she connected university resources to local school districts to support teacher and administrator development.
Political Experience
Massachusetts Teachers Association: Doherty served as President of the Massachusetts Teachers Association for two consecutive terms from 1980 to 1984. She also previously led the Taunton Education Association.
Taunton School Committee: Before entering the state legislature, she served five terms on the Taunton School Committee.
State Legislature: During her tenure in the Massachusetts House of Representatives, Doherty introduced and sponsored numerous education-focused bills, including legislation to require public schools to offer American Sign Language courses counted for world language credit, and a bill to make CPR and AED training a high school graduation requirement. Following the 2019 murder of Harmony Montgomery, she co-sponsored legislation with State Senator Michael Moore to create a "Harmony Montgomery Commission" to review the state's child welfare system. In 2024, she co-sponsored legislation promoting greater transparency in 403 retirement plan fees.
Doherty passed away on February 15, 2025, at age 82 after a battle with pancreatic cancer.
