Biography

Carl W. Jackson - Maryland State Senator

Carl W. Jackson was born on October 27, 1984, in Baltimore, Maryland. He is a member of the Democratic Party and currently serves as a member of the Maryland Senate representing the 8th district, a position he has held since February 5, 2025. Jackson made history by becoming the first African-American person to represent the 8th district in the Maryland Senate. He was appointed to the position by Governor Wes Moore following a unanimous nomination by the Baltimore County Democratic Central Committee on January 28, 2025.

Jackson is a father of three children and works as an administrative analyst.

Education

Jackson attended Overlea High School in Baltimore County, Maryland, graduating in 2002. He went on to earn a Bachelor of Science in Business Administration from Strayer University in 2008 and an MBA from Strayer University in 2017.

Political Experience

Before his appointment to the Maryland Senate, Jackson served in the Maryland House of Delegates representing the 8th district from October 21, 2019, to February 5, 2025. During his tenure in the House, he held several significant committee positions:

  • Member of the Economic Matters Committee , including various subcommittees focused on banking, consumer protection, commercial law, unemployment insurance, and public utilities
  • Vice-Chair of the Baltimore County Delegation
  • Vice-Chair of the Alcoholic Beverages Subcommittee
  • Member of the Legislative Black Caucus of Maryland and Maryland Legislative Transit Caucus

In the Senate, Jackson serves on the Senate Committee on Finance and the Senate Committee on Federal Relations. He also maintains involvement in community-oriented work as a member of the Pedestrian and Bicycle Committee for Baltimore County.
