Community solar facilities. Requires the Indiana utility regulatory commission (commission) to adopt rules governing community solar facilities not later than July 1, 2025. Provides that, not later than 180 days after adoption of the rules, an electricity provider shall begin: (1) allowing interconnection of the electricity provider's facilities with community solar facilities in which three or more of the electricity provider's customers have entered into a subscription; and (2) crediting the electricity provider's subscribing customers for the amount of electricity from the community solar facility for which the customer subscribes. Requires the commission to: (1) establish an interconnection working group composed of representatives of electricity suppliers and other stakeholders with respect to electric utility service; and (2) implement the working group's recommendations regarding creation, revision, or elimination of policies, processes, tariffs, rules, or standards relating to the interconnection of community solar facilities and electricity suppliers as necessary for transparent, accurate, and efficient implementation of community solar facilities.

Requires the bureau of motor vehicles (bureau) to suspend or revoke the current driver's license or driving privileges of an individual who is convicted of a moving traffic offense that causes the serious bodily injury or death of a vulnerable road user. Removes language requiring the bureau to revoke all certificates of registration and proof of registration issued to an individual convicted of certain moving traffic offenses.

Provides that certain records obtained by the Indiana criminal justice institute during an investigation into a claim for compensation from the violent crime victims compensation fund are confidential. Medicare supplement insurance. Provides, after December 31, 2024, the following protections to an individual who is less than 65 years of age and is eligible for and enrolled in Medicare by reason of a disability or having end stage renal disease: (1) Requires an issuer of Medicare supplement policies or certificates (issuer) to make available to the individual the equivalent Medicare supplement policy or certificate that the issuer makes available to a person at least 65 years of age. (2) Provides that an issuer required to make a Medicare supplement policy or certificate available to the individual is prohibited from denying, conditioning the issuance or effectiveness of, or discriminating in the pricing of a Medicare supplement policy or certificate for the individual because of the health status, claims experience, receipt of health care, or medical condition of the individual, subject to certain conditions. (3) Prohibits an issuer: (A) from charging the individual a premium rate for a Medicare supplement policy or certificate that exceeds the premium rate the issuer charges an individual who is 65 years of age; or (B) from issuing to the individual a Medicare supplement policy or certificate that contains a waiting period or a preexisting condition limitation or exclusion; subject to certain conditions.

Provides that the city-county council may establish a public safety plan for all or a designated part of an entertainment zone. Provides that a public safety plan for an entertainment zone may include a restriction on the possession of firearms within the entertainment zone, or within a particular area of the entertainment zone designated by the public safety plan, during certain hours. Establishes procedures for approving the public safety plan.
