Biography

Hyland F. "Buddy" Fowler Jr.

Hyland Franklin "Buddy" Fowler Jr. was born on July 2, 1955, in Richmond, Virginia. He is a Republican member of the Virginia House of Delegates, representing the 59th District, which encompasses parts of Hanover, Henrico, and Louisa Counties. He has served in this position since 2014, succeeding John Cox.

Fowler is a lifelong Virginia resident who resides in Hanover County with his wife, Patsy Lynn Traylor. They raised three children together: Laura Lee Pike, Zachary, and Martha. He is an active member of Slash Christian Church and maintains strong ties to his community through various civic organizations, including the Clay Springs Ruritan Club and the Hanover County Historical Society.

An outdoor enthusiast, Fowler is involved with numerous conservation and hunting organizations, including Ducks Unlimited, Quail Forever, the National Wild Turkey Federation, and the Slate River Bird Dog Club. He is also deeply engaged with historical preservation efforts in the region.

Education

Fowler is a Magna Cum Laude graduate of the University of Mary Washington, where he earned a degree in History in 1995. He also graduated from Hermitage High School.

Political Experience

Before joining the Virginia House of Delegates, Fowler worked primarily in the private sector as a small business owner and served as an aide to former Delegates Frank Hargrove and John Cox.

During the 2025 Session, Fowler served on three House committees: the Agriculture, Chesapeake and Natural Resources Committee , the General Laws Committee , and the Finance Committee .

He has held several appointive positions, including service on the Jamestown-Yorktown Foundation Board of Trustees, the History of Enslaved Virginians Commission, and the Volunteer Firefighters and Rescue Squad Workers' Service Program . He recently concluded his service on the Virginia Board of Veterans Services, the Virginia American Revolution 250 Commission, and the Virginia Housing Commission.
