Biography
Briscoe Cain is a Republican Texas State Representative for House District 128, which includes parts of Harris County such as Deer Park, Baytown, Crosby, Highlands, Houston, La Porte, Morgan’s Point, Pasadena, and Barrett. Born on December 9, 1984, in Deer Park, Texas, he is a lifelong Harris County resident from a working-class family; his father was a refinery operator. A practicing attorney, Cain owns the Law Office of Briscoe Cain, PLLC, and serves as a Captain in the Texas State Guard. He has been recognized as Texas' most conservative legislator for multiple sessions by Rice University’s nonpartisan study, labeled a "rising conservative firebrand" by The New York Times and an "aggressive champion for conservative causes" by the Houston Chronicle.
Notable achievements include chairing the House Elections Committee during the 87th Session to author a landmark election integrity bill, co-authoring sanctuary city bans, supporting $1.5 billion in border wall funding, and delivering a $5 billion property tax cut. In the 88th Session, he advanced strong Right to Farm protections on the Agriculture & Livestock Committee. He authored 2021 legislation preventing social media censorship based on political views, defended religious liberties , exposed tax-funded fetal tissue purchases, and confronted activists on gun rights and education issues. Cain receives high ratings from groups like the NRA, NFIB, and Texas Right to Life, and served as a 2020 presidential elector.
