Biography

Brian Jeffrey Feldman was born on February 4, 1961, in Pittsburgh. He is an attorney and certified public accountant, recognized as the only Attorney/CPA serving in the Maryland General Assembly. His professional career includes employment at PriceWaterhouse until 1988, followed by service as a trial attorney for the United States Department of Justice Tax Division. During his time at the Justice Department, he was a three-time recipient of the Outstanding Attorney Award. Outside of the legislature, he practices law specializing in tax litigation and tax controversies.

Feldman has served as an adjunct professor teaching graduate courses in state policymaking and health care at Johns Hopkins University since 2006 and at the University of Maryland since 2019. He currently sits on the Board of Directors for the Metropolitan Washington Council of Governments. He resides with his wife, Janice, an attorney, and they have two children, Matthew and Rebecca, who both graduated from Montgomery County Public Schools.

Education

Feldman graduated from Taylor Allderdice High School in Pittsburgh. He attended Pennsylvania State University, earning a Bachelor of Science degree in accounting in 1983. He subsequently earned a Juris Doctor from the University of Pittsburgh School of Law in 1986. Later in his career, he attended Johns Hopkins University, where he earned a Master of Arts degree in government in 2000.

Political Experience

Feldman represents District 15 in the Maryland State Senate. He is a member of the Democratic Party. He was first sworn into the Maryland House of Delegates on January 8, 2003. During his time in the House, he served on the Economic Matters Committee and chaired the Banking, Economic Development, Science and Technology Subcommittee. His leadership roles in the House included serving as House Parliamentarian, House Chair of the Joint Information Technology and Biotechnology Committee, and Chair of the Montgomery County House Delegation.

In September 2013, Feldman was appointed to the Maryland Senate by Governor Martin O'Malley to fill a vacancy left by Robert J. Garagiola. He was nominated by the Montgomery County Democratic Central Committee and was elected to a full term in 2014, defeating Robin Ficker in the general election. In the Senate, he was appointed Chair of the Education, Energy, and the Environment Committee in 2022. He previously served as Vice Chair of the Senate Finance Committee and chaired its Energy and Public Utilities Subcommittee. He also served as the Senate Chair of the Maryland Health Insurance Coverage Protection Commission.

His committee assignments have included the Executive Nominations Committee, Rules Committee, Workers Compensation Benefit and Insurance Oversight Committee, and the Joint Committee on Federal Relations. At the national level, he represents Maryland on the Southern States Energy Board and is a member of task forces for the National Conference of State Legislatures regarding state and local taxation and energy supply.

Legislatively, Feldman has sponsored measures to promote Maryland's biotechnology sector, create green jobs, and reach renewable energy goals. Notable legislation includes the Clean Energy Jobs Act, which set renewable power goals for 2030, and the Promoting Offshore Wind Energy Resources Act. He has also focused on health care coverage, introducing the Protect Maryland Health Care Act and legislation to establish a Prescription Drug Affordability Board. Additionally, he has worked to update corporate, business, and insurance laws and advocated for individuals with developmental differences.
