Biography
Blanca Rubio
Assemblymember Blanca Estela Rubio is a Democratic member of the California State Assembly representing District 48, which encompasses parts of the eastern San Gabriel Valley including Azusa, Baldwin Park, Covina, Duarte, Glendora, Monrovia, and West Covina.
Born on September 15, 1969, in Ciudad Juárez, Mexico, Rubio immigrated to the United States as a child, initially settling in Winnie, Texas. She is a resident of Baldwin Park and a proud mother of two children.
Rubio has built a career centered on advocacy for students, families, women, and immigrant communities. She is one half of California's only sibling duo currently in the Legislature, with her sister Susan serving as a state senator. Together, they sponsored legislation that expanded the statute of limitations for certain domestic violence offenses to five years and required training for police officers.
Education
Rubio earned her Bachelor's Degree in Business Administration and Master's Degree in Education with a Multiple Subject Teaching Credential from Azusa Pacific University.
Political Experience
Before her election to the State Assembly in November 2016, Rubio had spent over 19 years in public service. She was elected to the Valley County Water District Board of Directors in 1997 and served for eight years. In 2003, she was elected to the Baldwin Park Unified School District Board of Education, where she served two terms as both President and Vice President.
Rubio spent 16 years as an elementary school teacher in the Fontana Unified School District before entering electoral politics. Since her election to the Assembly in 2016, she has been re-elected three times, running unopposed in 2018 and 2020. In her first year in the Assembly, all six of her bills that reached the Governor's desk were signed into law.
As an Assemblymember, Rubio currently serves as Chair of the Governmental Organization Committee and Chair of the New Democratic Caucus. She also chairs the Assembly Select Committee on Domestic Violence and serves on committees addressing Aging and Long Term Care, Banking and Finance, Communications and Conveyance, and Local Government. Additionally, she serves as a board member of the Chamber of Progress, a tech industry trade group.
