James William Flanigan was born on June 20, 1974, in Clarksburg, West Virginia. He is a lifelong resident of the state with deep roots in his community. Flanigan resides in Wheeling with his wife, Dr. Melissa Flanigan, and their children.
Education
Flanigan graduated from Liberty High School and earned his bachelor's degree from Salem Teikyo University in 1996. He obtained a graduate degree from the University of San Francisco in 2000 and a law degree from West Virginia University College of Law in 2006.
Political Experience
Flanigan assumed office in the West Virginia House of Delegates on December 1, 2024. Prior to his current term, he served in the House of Delegates beginning in 2016, representing both Monongalia County and Ohio County during different periods.
As a legislator, Flanigan has demonstrated advocacy for specific policy areas. He has been a strong advocate for better funding for state troopers and has supported the use of medicinal cannabis for individuals suffering from severe illnesses such as cancer. His willingness to address controversial issues has been recognized as courageous.
In his professional life, Flanigan works as an attorney and business owner. He has built a reputation for discipline, preparation, and respect for constitutional limits. Most recently, Flanigan has announced his candidacy for the Supreme Court of Appeals of West Virginia.
