Biography
Bill Elam is an American information technologist and politician currently serving as a Republican member of the Alaska House of Representatives for District 8, a position he has held since January 21, 2025. He represents residents of the Kenai Peninsula and previously served two terms on the Kenai Peninsula Borough Assembly before his election to the state legislature in 2024, when he defeated fellow Republican John Hillyer to replace incumbent Ben Carpenter.
Elam was born in West Palm Beach, Florida, and has resided in Alaska for 10 years. He lives in Soldotna with his spouse Sandra and three children: William, James, and Andrew.
Education
Elam holds degrees from two universities:
- Eastern Washington University
- Northwest Nazarene University
Political Experience
Before his election to the Alaska House of Representatives, Elam served on the Kenai Peninsula Borough Assembly for two terms, where he held several leadership positions:
- Board of Education Liaison
- Lands Committee Chair
- Legislative Committee Chair and Juneau Delegate
He also served as a representative on the Central Emergency Services Board and the Eastern Peninsula Highway Emergency Board.
In his current role in the state legislature, Elam serves on multiple House committees including Natural Resources, Fish and Game, Education and Early Development, Resources, Education, and Fisheries.
In his professional career, Elam works in information technology infrastructure and cybersecurity as a manager at Central Peninsula Hospital.
