Biography
Betsy Kelly is a Republican member of the West Virginia House of Delegates representing District 9, which includes Pleasants, Ritchie, and Tyler counties. She resides in Pennsboro, West Virginia, at 156 Chestnut Lane, where she owns and operates a farm. A 46-year-old homeschooling mother to daughters Isabella and Willow, Kelly was appointed to the House on February 17, 2026, by Governor Patrick Morrisey to fill the vacancy left by Trenton Barnhart, who resigned to join the state Senate.
