Biography

Representative Becky Carney

Rebecca Ann Carney was born on December 25, 1944, and is a Democratic member of the North Carolina House of Representatives representing District 102 since 2003. She is a longtime resident of Charlotte, North Carolina, and is married to Eugene J. Carney. Carney is known for her deep commitment to constituent services and community engagement, having spent decades working alongside local leaders, nonprofits, and businesses to create opportunities for the people of Mecklenburg County.

Political Experience

Carney's public service career began before her election to the General Assembly. She was first elected to the Mecklenburg Board of County Commissioners in 1996, where she served three terms and held the position of vice chairman several times. She had an unsuccessful run for school board in 1995.

In 2002, Carney was elected to the North Carolina House of Representatives, defeating Libertarian Daniel Elmaleh in the general election. She has now served 12 consecutive terms in the House, representing constituents in Mecklenburg County.

Notable Achievements

Throughout her tenure in the North Carolina House, Rep. Carney has played a key role in advancing bipartisan solutions to the state's pressing challenges. Her major focus areas include:

  • Education and public schools: Champion for policies that improve public schools
  • Healthcare: Advocate for expanding access to affordable healthcare
  • Economic development: Support for job growth in her district
  • Public transportation: Strong advocate who helped expand Charlotte's transit infrastructure
  • Environment: Leadership in protecting the environment and promoting sustainable development

A notable incident occurred during a late night House session on July 2, 2012, when Carney accidentally cast the decisive vote to override Governor Bev Perdue's veto of Senate Bill 820, which legalized hydraulic fracturing in North Carolina. A House rule preventing vote changes when the outcome is altered prevented her from correcting her electronic vote to reflect her intended position.
