Biography
Armando Lucio Walle Jr. is a Democrat representing Texas House District 140, which includes portions of north Houston and unincorporated north Harris County, such as parts of the Northside and Aldine communities where he was born, raised, and still resides. First elected in 2008, he is serving his ninth term as a senior member of the Texas Legislature, focusing on improving the health, safety, and economic well-being of working families. Raised by a single mother as the oldest of five children, he was the first in his family to attend and graduate college; he lives in northeast Harris County with his wife, Debbie, and their son.
Notable achievements include establishing the Texas Maternal Mortality and Morbidity Task Force and the Institute for a Disaster Resilient Texas; authoring bills for water utility recourse, nursing mothers returning to work, and flood control infrastructure; securing funding for an $18 million flood control project, a new food bank/community center, and a $3 billion university endowment including the University of Houston; and contributing to new clinics, the East Aldine Town Center , and the state’s $320 billion biennial budget with cost-of-living increases for low-paid state employees. He serves as Deputy Floor Leader of Texas House Democrats, Chair of the Appropriations Subcommittee on Articles VI, VII & VIII , Vice Chair of the Land & Resource Management Committee, and on the Business & Industry, Federalism & Fiscal Responsibility, House Appropriations, and Administration committees; he is also MALC Treasurer and was named Harris County COVID-19 Pandemic Recovery Czar in 2020.
Education and Political Experience
- Education: Graduated from MacArthur High School; B.S. in political science from the University of Houston; J.D. from the University of Houston Law Center; practicing attorney.
- Political Experience: Began public service through the Texas Legislative Internship Program and as an aide to U.S. Reps. Sheila Jackson Lee and Gene Green; elected to Texas House District 140 in 2008 after extensive grassroots campaigning.
