Biography

Anne Carney

Anne Carney is a Democratic state senator from Maine State Senate District 29, representing Cape Elizabeth, South Portland, and part of Scarborough in Cumberland County. A resident of Cape Elizabeth, she has been serving in the Maine State Legislature since her election in November 2018, initially serving in the House for the 129th Legislature before advancing to the Senate.

Carney has demonstrated a strong commitment to public service and legal advocacy. She practiced employment, civil rights, and municipal law at Norman, Hanson & DeTroy, LLC for 17 years, representing businesses, individuals, cities, and towns throughout Maine in state and federal court litigation. She later transitioned to nonprofit work, serving as an In-House Volunteer Attorney with Pine Tree Legal Assistance for eight years, where she provided free legal representation to low-income Mainers, including women subjected to workplace sexual assault, migrant farmworkers, and workers facing discrimination. For her dedication, she received the Pine Tree Legal Assistance Award for Pro Bono Services in 2016.

Education

Carney earned a Juris Doctor ** from the University of Maine in 1990 and a **Master's degree in Theological Studies from Harvard University in 1987.

Political Experience and Positions

Carney currently serves as Chair of the Senate Judiciary Committee and Chair of the Joint Rules Committee. She also serves on the Committee on Inland Fisheries and Wildlife. Her legislative focus includes firearm safety, with notable achievements including introducing and voting for responsible firearm safety laws, including a 72-hour waiting period and strengthened background check requirements for Maine residents.

Beyond her legislative duties, Carney is active in community organizations and advocacy coalitions. She served on the Board of Directors of the Cape Elizabeth Land Trust beginning in 2010, serving as Board President from 2014 to 2017 and helping the organization achieve national accreditation in February 2015. She is a member of the Children's Caucus, the Caucus on Aging, and the Coastal and Climate Action Caucus, and has participated in the Permanent Commission on the Status of Racial, Indigenous and Maine Tribal Populations to combat racial disparities.
