Biography
Andrew Rice
Andrew Rice is a Republican member of the Virginia House of Delegates representing the 98th District, which includes part of the City of Virginia Beach. He assumed office on March 17, 2026, following a special election held after the death of former Delegate Barry D. Knight. Rice is a lifelong resident of the 98th District, born and raised in Pungo, a farming community in the southern part of the district.
Education
Rice earned his Bachelor's degree in Economics and Business from Virginia Military Institute in 2009 and his Juris Doctor from Regent University School of Law in 2012.
Political Experience
With over 15 years of experience in law and public service, Rice has worked as a Senior Associate Commonwealth Attorney for the City of Virginia Beach since 2012, specializing in criminal justice and public safety matters. He also served as an Adjunct Professor in Juvenile Law at Regent University School of Law from 2013 to 2015.
In his role as Delegate, Rice has identified several legislative priorities, including criminal justice and public safety as his first priority, preservation of agriculture and the southern portion of the 98th District as his second priority, and economics and business development, particularly supporting the oceanfront economy, as his third priority.
