Biography
Andre D. Carroll is a Democratic member of the Pennsylvania House of Representatives, serving District 201 in northwest Philadelphia, which includes the neighborhoods of Germantown, Logan, and West Oak Lane. A lifelong resident of the district, born and raised in Germantown, he was elected in a special election on September 17, 2024, following Stephen Kinsey's resignation, and sworn in on September 30, 2024; he won unopposed and became the second gay Black man in the Pennsylvania legislature. Carroll focuses on criminal justice reform, health care, education, environmental justice, worker’s rights, and housing; notable positions include criticizing Philadelphia's cash bail system and sponsoring legislation for free phone calls for incarcerated individuals.
Education and Political Experience
Carroll worked as an educator in the Philadelphia school system, developed a financial literacy program for high school students at the Philadelphia Controller’s Office, and served as staff for PA State Senator Anthony H. Williams, aiding constituents with resources. He serves on the board of The Brothahood Foundation, supporting incarcerated juveniles facing adult charges, and on the Philadelphia District Attorney Youth Aid Panel to prevent juvenile criminal records. Prior to his 2024 election, he ran unsuccessfully against Kinsey in the 2022 Democratic primary for District 201.
