Limits the tax credits for research activities each taxpayer may receive to $1,500,000 per taxable year. Requires that every qualified high technology business be registered to do business in the State and occupy a business location and address in the State where at least seventy-five per cent of the company's employees are located to be eligible to receive tax credits for research activities. Increases the amount of available certified credits from $5,000,000 per year to $15,000,000 per year. Extends the sunset date for tax credits for research activities from December 31, 2024 to December 31, 2029.

Makes comprehensive updates to chapter 436E, Hawaii Revised Statutes, regarding acupuncture practitioners to reflect modernized scopes of practice, titles, and licensing and renewal requirements. Authorizes the Board of Acupuncture to establish an alternative pathway for physician licensure in acupuncture. Beginning with the renewal for the licensing biennium commencing 7/1/2025, requires licensees to obtain thirty hours of continuing education per licensing biennium. Appropriates funds to the Department of Commerce and Consumer Affairs to update the Professional and Vocational Licensing Division's internal database. Effective 12/31/2050. (SD1)

Authorizes operators of motorcycles to utilize the lane shoulders that are at least three-feet-wide with the concurrent use of emergency flashers on interstate highways as authorized by the Department of Transportation. Amends section 11-410, HRS, by: (1) amending subsection (b) to provide that a person waives the right to a contested case hearing if the person fails to request a contested case hearing within 20 days of receipt of the Commission's preliminary determination; and (2) amending subsection (d) to provide that a final order of the Commission may be filed in the First Circuit Court for confirmation as a civil judgment, enforceable and collectible as any other judgment issued by the circuit courts.
