Authorizes the Department of Health to allow dispensaries to dispense cannabis or manufactured cannabis products to qualifying patients or primary caregivers of qualifying patients outside of the dispensary's retail store building but on the dispensary's premises. Requires the Department of Health to adopt rules, including rules for dispensing to a qualifying patient or primary caregiver of a qualifying patient who takes delivery while in a motor vehicle on the dispensary's premises.

Allows the commission to retain independent legal counsel. Repeals the position of deputy to the chairperson of the commission and establishes the position of executive director of the commission. Amends the composition of the commission and administratively attaches it to DLNR. Authorizes entities to challenge an emergency order of the commission under certain conditions. Establishes fines for certain water use offenses. Amends the commission's authority to declare water emergencies and issue orders to address them and declare water shortages and related notice requirements. Effective 7/1/3000. (HD1)

Designates the seventeenth day in January of each year as Reconciliation Day. Establishes Reconciliation Day as a state holiday. Requires the State and its departments and agencies to recognize Reconciliation Day through educational programs, cultural events, and activities. Requires the Governor to issue an annual proclamation recognizing Reconciliation Day as a day of reflection and remembrance. Requires all state offices, public schools, and other state institutions to display the Hawaiian flag at half-staff on Reconciliation Day. Repeals Good Friday as a state holiday.

Allows admission for individuals 21 years of age or older. Establishes the Hawaii gaming control commission. Imposes wagering tax on gross receipts. Creates the state gaming fund and compulsive gambler assistance program. Allocates to the State an amount equal to 70% of profits, with the percentage decreasing 5% each year. Authorizes the State to make grants from revenue received to a nonprofit entity for the benefit of wildfire victims.
