SB3025 - Relating To Hemp.

Repeals the requirement for additional rules by the Department of Agriculture to address nuisance issues, including smell, noise, and excessive lighting arising out of the activities of hemp growers. Clarifies that the Department of Agriculture shall not require inspections or sampling of hemp that duplicates inspections or sampling required by the United States Department of Agriculture. Effective 7/1/3000. (HD1)

SB3156 - Relating To Rent Credits For Demolition And Infrastructure Costs On Public Land Leases.

Repeals the sunset provision of Act 222, SLH 2021, to allow the Board of Land and Natural Resources to approve rent credits for demolition and infrastructure costs for public land leases beyond the currently scheduled sunset date of June 30, 2026. Takes effect 7/1/2050. (SD1)

Defines "dormant captive insurance company" and sets out a procedure to apply for the certificate of dormancy. Adds the term "doing business as" to "trade name" statutory references. Clarifies continuing education provider filing requirements. Clarifies reinsurance intermediary-manager filing requirements. Amends the surety bond threshold requirement for third party administrators and clarifies the audited financial statements requirements. Amends the definitions of "controlled unaffiliated business" and "participant" as applied to captive insurance companies. (SD1)

SB3093 - Relating To Income Tax.

Provides for re-computation of the amounts for standard deduction, itemized deduction, income tax brackets, and personal exemption each tax year, taking into account the cost-of-living adjustment factor. Adds a one-time adjustment to tax brackets. Increases the applicable percentage of the employment-related expenses for which the child and dependent care income tax credit may be claimed; provides for re-computation of the applicable percentage taking into account the cost-of living adjustment factor; and provides for a disallowance period when there is a final administrative or judicial decision finding that the claim was due to fraud or disallowing the credit. Amends state conformity with certain federal deductions.

SB3077 - Relating To Money Transmitters Modernization Act.

Continues the alignment of Hawaii's money transmitters law with the provisions of the Model Money Transmitters Modernization Act, thereby enabling Hawaii to work within a network of states to license, supervise, and examine transglobal money transmission companies as a multistate system; using nationwide standards, provides clarity and consistency of the tangible net worth provision; ensures that licensees have sufficient financial resources to conduct their business in a safe and sound manner; ensures efficiency throughout the licensing process; and protects the interests of money transmission companies, their customers, and the public.

SB3028 - Relating To 911 Services.

Deletes the term "enhanced" in reference to 911 services to allow funding of all 911 technologies. Amends the rate of the monthly enhanced 911 surcharge. Allows the 911 Board to employ staff, in addition to the executive director, exempt from chapters 76 and 89, HRS. Takes effect 7/1/2112. (SD1)

SB3116 - Relating To The Preschool Open Doors Program.

Establishes that the priority of selection for participation in the Preschool Open Doors Program applies only during the priority application period that occurs prior to the start of each state fiscal year. Establishes that applications received after the start of the fiscal year through January 31 shall be processed continuously through the fiscal year on a first-come, firstserved basis. (CD1)
