Legislative bill overview

SB 2114 permits drivers who pay speeding ticket fines without court appearance to simultaneously enroll in an approved online driver education course. Successful completion of this course would allow removal of conviction points from their driving record, consistent with existing Tennessee law provisions for point reduction.

Why is this important

This bill addresses practical access to point reduction opportunities by allowing drivers to complete defensive driving education remotely rather than requiring in-person participation. For drivers in rural areas or those with scheduling constraints, online options reduce barriers to improving their driving records and potentially lowering insurance rates.

Potential points of contention

  • Program consistency and quality control: Online courses may have varying effectiveness compared to traditional classroom instruction; unclear enforcement mechanisms for "approved" course standards across different providers
  • Insurance incentive fairness: Benefits may disproportionately help higher-income drivers who can afford tickets and courses, while the policy's impact on actual traffic safety outcomes remains unproven
  • Administrative burden: Courts and traffic enforcement agencies must verify online course completion and process point removals, potentially increasing administrative costs without corresponding state funding
