Bill Overview

  • Bill: A 3799
  • Session: 222
  • Jurisdiction: New Jersey
  • Purpose: To modify the school performance reports (report cards) to include information about graduates’ positive placement after high school, explicitly including apprenticeships.

Main Purpose and Intent

  • Ensure school performance reports provide visibility into the post-graduation outcomes of students.
  • Specifically require reporting on the number and percentage of students achieving positive placement after graduation, with apprenticeships explicitly included as a form of positive placement.

Key Provisions and Changes

  • Amends Section 3 of P.L.1995, c.235 (C.18A:7E-3) to include the following in the report cards:
    • For each school within a district (and district-wide where appropriate):
    • (15) The number and percentage of students achieving positive placement after graduation, including placement in an apprenticeship.
    • The existing list of items remains, including but not limited to:
    • Elementary assessment results
    • Early Warning Test results
    • High School Proficiency Test results
    • Attendance data for students and staff
    • Graduation and dropout rates
    • SAT scores
    • Enrollment, EL/%, AP participation, and other characteristics
    • Instructional resources (teacher/student ratio, class size, instructional time)
    • Principal/designee narrative on achievements, events, problems, initiatives
    • Harassment/bullying reports
    • Indicators of student career readiness
    • Chronic absenteeism data (with subgroup breakdowns as required by the commissioner)
    • Disciplinary suspensions
    • Mental health staff and ratios
    • School safety specialists
  • For the district-level reporting:
    • (1)-(7) Expenditures, state aid ratio, administrative vs. instructional budget allocations, administrative staffing, and ratios
    • (6) A profile of the most recent graduating class regarding post-graduation plans
    • (7) Any other information deemed appropriate by the commissioner
  • Administrative specifics:
    • The Commissioner of Education must establish a uniform methodology for reporting administrative personnel data on a full-time equivalent (FTE) basis.

Who/What Would Be Affected

  • School districts and individual schools:
    • Must incorporate data on positive placement (including apprenticeships) into their annual report cards.
  • Students and families:
    • Benefit from clearer visibility into post-graduation outcomes and pathways, including apprenticeship opportunities.
  • State Education Department:
    • Responsible for establishing uniform reporting methodologies, particularly for administrative personnel data, and for determining what additional information may be included.

Procedural and Timeline Aspects

  • Effective Date:
    • The act takes effect immediately and first applies to the first full school year following the date of enactment.
  • Reporting Timeline:
    • The data would be included in the annual school performance reports (report cards) for the applicable district/school in the first full school year after enactment.

Notable Details

  • The bill explicitly expands “positive placement” to include apprenticeships, signaling a broader view of successful post-graduation outcomes beyond traditional postsecondary enrollment or employment.
  • The amendment maintains the existing framework of the School Performance Reports and the various data categories already required, adding the new metric as item (16) under the district/school data.
